From 1981 to 2003, Zayas worked as a lawyer for the UN Division of Human Rights in Geneva, subsequently renamed Centre for Human Rights and Office of the UN High Commissioner for Human Rights, was Secretary of the UN Human Rights Committee and the Chief of the Petitions Department.
